Explination for weird proposal by senseye

One of my guys (senseye) asked me can he propose something so he can get exp for it before he leaves.
i told him he can propose something ridiculous thinking how that way, he gets exp for proposing, we all vote no and all of us get exp, and it doesn't passes :)
