Immigration Procedures and Codification Act

Purpose: To Clarify and Reform the way Congress Accepts Citizenship Applicants


Title 1: Management

The organization that shall be tasked with directly overseeing immigration and citizenship application procedures shall be named the National Citizenship and Immigration Service (NCIS), which shall be headed by a Director of Immigration. The NCIS and its Director are to be directly accountable to the Speaker and subsequently, the House of Representatives (Congress) of the ePhilippines.
  1. The Director shall be nominated by the House of Representatives for a three month term
  2. The Director may choose before the end of their term, in a message to the House, to resign; the Director may also be impeached by the House under standard House procedures. After either of these events, the House shall nominate a new Director.


The Director of Immigration shall have the power to investigate and scrutinize all new citizenship applications under the guise of the House of Representatives. The Director shall inform the House in its Citizenship Approval section, of potential applicants that may wish to claim citizenship from time to time.
  1. A single log of Citizens and The Application Level of the citizen wishing to be accepted shall be maintained by the Director, the Director may request to be aided in maintaining this log by the Speaker or Deputy Speaker.


Title 2: Individual Application Level

The House of Representatives, under the accordance of this act, shall define the three levels of citizenship applications for foreign nationals seeking to live in this country. They are:

Level 1 (aka "Vouching System")

  • The citizen in question was a ePhilippines national recently (0-3 months)
  • The citizen in question is a current member of the ePhilippines military or ePhilippines government official traveling abroad
  • The citizen in question is eMarried to a government official or upstanding citizen in the ePhilippines
  • The citizen in question was awarded a medal or title from the ePhilippines government
  • The citizen in question has positive recommendations from citizens and/or congressman


Level 2 (aka "Green light")
  • The citizen in question is a foreign national who has applied to become a citizen
  • The citizen in question was a ePhilippines citizen once
  • The citizen in question has no recommendations


Level 3 (aka "Yellow Light")

  • The citizen in question has previously committed an act against the ePhilippines government
  • The citizen in question has committed an act against or has been banned entry in a regional country
  • The citizen in question has beforehand negative reviews from citizens or congressman


Level 4 (aka "Red Light" or Blacklisted applicants)

  • The citizen in question is officially blacklisted from the ePhilippines or has been upon request by a foreign country


The Director of Immigration shall make the appropriate classifications of each individual applicant, but such classification shall be subject to scrutiny by the House.

On a Level 1 (Vouching System) application, the Director may have the power to immediately seek a Congressperson to accept the citizens' application. However, the acceptance of this application shall be recorded in the log. An individual Congressperson may also accept a Level 1 applicant if they first inform and gain consent from the Director for approving the citizen, after which the Director shall record the acceptance into the log. A Congressman may serve one Level 1 applicant a month, and a president may seek out two a month.

On a Level 2 (Green Light) application, the following procedure shall be undertaken:

  1. The Director shall first do a simple background check into the citizen, checking friends, newspaper, etc. and record the application in the log
  2. The Director shall then contact the citizenship in question, asking them to sign up on the national forum and to give more detail about themselves
  3. If the citizen has written back and signed up on the forums, then the Director shall seek out a Congressman to accept the citizens application
  4. If deemed necessary, the Director may request a vote to seek the House's opinion on the applicant


On a Level 3 (Yellow Light) application, the following procedure shall be taken:

  1. The Director shall record the application in the log, do a background check, and immediately request a vote in the House over the applicant
  2. If the House has accepted the applicant, the Director shall write back to the applicant and further request they sign up on the forum
  3. If the citizen has written back and signed up on the forums, then the Director shall seek out a Congressman to accept the citizen's application


Level 4 applications (Blacklisted or "Red Light") shall be immediately denied.

Title 3: Denied Applications

If a citizenship request has expired on eRepublik game time before the citizenship process has started, the Director of Immigration shall inform the applicant that their citizenship application is still under review.

If the citizenship request has been denied due to a background check, further scrutiny of the applicant, an attempt at bribery, or a failed vote in the House of Representatives, the Director shall inform the applicant that their request has been denied.

If the applicant has failed to meet request required in Levels 2 (Green Light) or Level 3 (Yellow Light) to sign up on the forums and their application expires, the Director shall inform the applicant that they still need to sign up on the forum.

Title 4: Groups of Citizens

A Group of Citizens shall be defined as: A Military, Political, or Economic collective of citizens with previously common and interconnecting ties moving en masse to the ePhilippines and requesting citizenship. This group of citizens may further be defined as having its own military force, forums, IRC channel, etc.

Any group of citizens that seek to make their residence in the ePhilippines shall be immediately be classified on par with a Level 3 (Yellow Light) Citizenship Application, but with some exceptions:

  1. The Director shall record the application in the log, and immediately meet with Government Officials
  2. The Government of the ePhilippines shall request an IRC meeting to be held between the leaders of the Group (if possible) and the Government
  3. After a background check and the opinion of the government officials, a vote shall be held in the House on accepting the group.
  4. If the House has accepted the group, the Director shall write back to the applicants and further request they sign up on the forum
  5. If the group members in question have written back and signed up on the forums, then the Director shall seek out a Congressman to accept the citizen's application. The Congresspeople shall accept only the applicants who have signed up on the forums


Title 5: Voting Procedures

If the Congress is requested by the Director to give its opinion on a Level 2 (Green light) application, or when the Congress is required to vote on a Level 3 (Yellow Light) application, or when the Congress is required to vote on a Group of Citizen's and their applicants to enter the country, then the following procedures on voting shall take affect.
  1. A discussion topic shall be opened on the applicant in question, and the Congress shall have no less than 48 hours to debate on the applicant. The Speaker may extend debating times for various citizens and groups of citizens.
  2. After the discussion topic debate is closed, a poll shall be opened for Congress to vote in, the vote shall take place over no less than 24 hours. The Speaker may extend voting times as they see fit.
  3. After the Congress has voted, the poll shall reflect an acceptance or rejection of the applicant; if accepted, then the applicant shall proceed to the next stage. If rejected, then Title 3 (Denied Applications) shall take effect.


Title 6: Blacklisted Citizens

A Blacklisted Citizen shall be defined as a citizen who is barred from entering the country and having citizenship ("Red Light"). A member may be requested to be blacklisted by an official House Resolution from the President, the Director of Immigration, or a member of the House of Representatives. The NCIS shall keep a formal record of all Blacklisted persons in the log, and inform the House of Representatives of any attempts by blacklisted people to try and enter the country.

To qualify to be blacklisted, the House must formally vote via 66% majority in favor to blacklist a citizen. Any person who has been previously blacklisted may be removed from the Blacklist by a 66% majority in favor of repeal.

A person may be nullified from the Blacklist if they receive a medal or recognition by the House under standard procedures.

Title 7: Violations

The House shall determine its method of punishing Congresspeople who so violate this act.
