So, PEACE wants us to assign a "local commander" who's very active in IRC. They say, he'll be let in into some "super-secret IRC".

I was thinking Rich Porter, for obvious reasons (VP, DND, etc.), or Hekter (DFA, Admiral, always on IRC). Or you can suggest someone else if you want.
